Do you think there should be a limit on how long rain delays are?

The yankees rain delay was 2 hours and 41 minutes. My brother said that the home team gets to choose how long they stay during a rain delay. I feel like the umpires should call it if necessary especially since the yankees and athletics could have played a double header tomorrow.
